Terms of Reference (TOR) for Program  accountant

Position: Program accountant

Location: Baidoa
Duration: 6 months (March-Augst 2025)
Reporting to: Program Coordinator

  1. Background

The Ministry of Women, Family Affairs, and Human Rights Development (MoWFAHRD) is currently implementing multiple programs under the Justice, Protection, and Human Rights (JPHR) and Child Protection portfolios. These initiatives are supported by international partners and aim to improve legal access, enhance child safeguarding, and promote the rights and welfare of vulnerable populations across Southwest State. To ensure effective financial oversight and accountability, the Ministry seeks to recruit a qualified Program Accountant.

 

  1. Objective

The objective of the Program Accountant role is to manage and ensure the integrity of financial operations for JPHR and Child Protection programs. This includes accurate budgeting, expenditure tracking, financial reporting, and compliance with donor and ministry financial guidelines.

  1. Scope of Work

The Program Accountant will be responsible for:

  • Maintaining accurate and up-to-date financial records for JPHR and Child Protection programs.
  • Preparing and submitting periodic financial reports to management and donors.
  • Tracking program expenditures and reporting on budget performance.
  • Processing payments, staff advances, and procurement-related expenses in line with internal controls.
  • Supporting program audits by ensuring timely availability of financial documentation.
  • Reconciling bank and petty cash transactions on a monthly basis.
  • Assisting in developing financial projections and budget revisions.
  • Coordinating with program and logistics teams to manage financial assets and inventory.
  • Ensuring compliance with donor requirements and government financial regulations.
  • Submitting regular reports on training progress and outcomes.
  1. Deliverables
  • Monthly financial reports detailing expenditures and budget variance.
  • Reconciled bank and cash statements.
  • Financial documentation prepared for internal or external audits.
  • End-of-assignment summary report detailing financial performance and challenges
  1. Qualifications and Experience
  • Bachelor’s degree in Accounting, Finance, or a related field.
  • Minimum of 2 years of experience in program or project financial management, preferably in humanitarian or development sectors.
  • Proven knowledge of accounting systems (e.g., QuickBooks, Excel).
  • Understanding of donor financial compliance
  • Strong analytical, organizational, and reporting skills.
  • High level of accuracy and attention to detail.
  • Fluency in Somali and working knowledge of English.
  • Excellent communication and interpersonal skills.
